Early life of Andrew Frame

Andrew Frame was born and raised in Las Vegas Nevada where he developed an interest in software programming from a young age. At 15 years, Frame decided to drop out of high school and pursue his passion in technology. He set out to build and run his first tech company, which was an internet service provider (ISP). Due to Frame’s dedication and commitment, the ISP company eventually became the largest one in Vegas.

Frame’s early career

In 1997, he joined Cisco Systems as a support engineer at only 17 years. He was later recruited to the GCOE (Global Center of Expertise) team, where he focused on routing architecture. At Cisco, Frame was presented with a top technical certification for his commitment and hard work. With the certification, Frame became part of the company’s history by being the youngest person to ever earn the certificate.


Frame came up with the idea of Citizen in 2017 when he saw a need for a free digital product that could keep people safe wherever they are. Frame also revealed that he was able to bring the idea of Citizen to life by surrounding himself with people who were not only brilliant but also mission oriented.
